Ohio Arts Council Announces Third Round of 2004 Grants; Receives 4% cut to FY2004 Budget

The Ohio Arts Council has approved 129 grants totaling $515,978 in its third round of grants for fiscal year 2004. Together with recommendations approved in July and October 2003, the Council Board has awarded 663 grants totaling $9,005,160 for FY2004 after reviewing 1402 requests totaling $17,364,054. Appalachian Arts Program
Eighteen Appalachian Arts Program grants were approved totaling $32,248. The program provides a variety of services to support, preserve and encourage the growth of arts organizations, activities and artists in rural and urban Appalachian communities.
Individual Artist Fellowships
There were 66 Individual Artist Fellowships awarded totaling $380,000. The Individual Artist Program offers fellowships of $5,000 or $10,000 to artists of exceptional talent based on the quality of their work. Artists working in choreography, contemporary and traditional crafts, criticism, design arts, fiction and nonfiction writing, interdisciplinary and performance art, media arts, music composition, photography, playwriting, poetry and visual arts are eligible.
Information and Resource Assistance Program (formerly Technical Assistance)
Fifteen Information and Resource Assistance Program (IRAP) grants were approved for a total of $24,588. IRAP grants are available to organizations to support consultancies and attendance at workshops.
International Program
Four International Program grants were approved for a total of $14,050. The International Program promotes long-term international cultural exchanges and encourages Ohio artists and arts organizations to form partnerships with arts professionals in other countries.
Minority Arts Program
There were 12 Minority Arts grants approved totaling $36,598. This program provides long- and short-term assistance from arts advisors to strengthen African American, Appalachian, Asian, Latino/Hispanic and Native American arts organizations and individual artists.
Performing Arts on Tour Program
The Performing Arts on Tour Program awarded three grants for a total of $6,500. The PAOT program funds professional, nonprofit dance, music and theatre presenting organizations to help them bring performing arts to their communities.
Traditional Arts Apprenticeships Program
There were nine Traditional Arts Apprenticeships approved totaling $14,994. Traditional Arts Apprenticeship awards support collaborations between master artists and dedicated apprentices to preserve Ohio’s traditional and folk arts.
Special Programs and Services
There were two Special Programs and Services grants totaling $7,000.
Panels of experts review grant applications throughout the year and send recommendations to the Council Board, consisting of 15 gubernatorial appointees and four non-voting members from the Ohio legislature. The board makes final grant decisions. Board and panel meetings are open to the public. Organizations receiving Ohio Arts Council funds are required to match state tax dollars with additional public and private funds. In general, for every state tax dollar invested, recipient organizations raise $10 in matching funds.
Office of Budget and Management Announces cuts to current fiscal year budgets
A recent Executive Order implemented by the State of Ohio Office of Budget and Management (OBM) directed state agencies to reduce current appropriations by four percent in order to resolve disparities between projected expenditures and revenue receipts. This equates to a 12 percent reduction in annualized terms because only four months remain in the fiscal year. To comply with this current order, the Ohio Arts Council will reduce its current FY2004 budget by $502,735. At its Spring Council meeting on March 23, the Council Board approved taking the majority of the reduction from the agency’s remaining unallocated subsidy funds; no current grant awards will be reduced. There is no remaining money in the following program areas between now and June 30, 2004. Community Development, Information Resource and Assistance, International, Special Programs or Special Opportunity.
The Ohio Arts Council is a state agency that funds and supports quality arts experiences to strengthen Ohio communities culturally, educationally and economically.
